My dear friends and colleagues,

Welcome to the first PSPA International Virtual Conference!
First of all, may I take this opportunity to extend our sincerest gratitude to all the speakers, partner institutions, panel presenters, participants, and volunteers who made this first virtual conference possible. Our dedication to achieving the common pursuit for continued knowledge, especially in midst of a pandemic, has surely been our motivation since the first PSPA international conference.
Thus, the PSPA is very honored to continuously serve as a platform to provide an enabling environment to deepen the discourse on public administration and governance. Through its widening networks, including the international organizations, national government agencies, local government units, and the academe among others, paved the way to more dynamic and informative plenary sessions. This annual conference is also an avenue for PA scholars and practitioners to vet their researches, which will eventually serve as policy notes for our government leaders.
The Philippine bureaucracy, like any other system, has been experiencing dynamic and aggressive new demands of this volatile and uncertain society. As we face the challenges of the current pandemic and the transition to the “new normal,” may this conference bring forth comfort to our intellectual minds as we hear the discussions on paradigms and policies on an international, national, and local perspectives; and serve as hope that we will eventually transition not to a “new normal” but to a “better normal.”

IMMEDIATE PAST PRESIDENT
It is indeed inspiring and encouraging to see us gather virtually this year for our annual conference. In spite of the pandemic that has caused much disruption, we decided to push through virtually with this international conference. Persistence and determination continues to define our PSPA community!
As we gather as a public administration family and share – and co-create knowledge – we are excited to engage in serious concerns confronting governance and public administration today at the level of theory and practice. Going over the list of paper presentors, I am excited to participate in the break-out groups and learn from the presentations on civil service and bureaucratic reform, capacity building, local governance, leadership, corruption and transparency and accountability, the pandemic and many, many more. I hope that many of these papers will find their way into local and international publications.
We are also very happy and honored that we are joined by many of our international partners whom we have worked with through the years. This year, PSPA will be graced by the presentations of prominent and respected public administration experts from the United Nations Department of Social and Economic Affairs, the International Institute of Administrative Science, the Asian Group of Public Administration, the Asian Association for Public Administration, the Indonesian Association for Public Administration, the Indonesian Civil Service Commission, the Astana Civil Service Hub, King Prajadhipok’s Institute of Thailand, Chiangmai University, and the American Society for Public Administration, among others. We will also have the Governor of the Central Bank of the Philippines and the Chair of the Civil Service Commission, the President of the Philippine Association of State Universities and Colleges, the President of Jose Rizal University to be with us as speakers. We are honored as well to be partnering with the Philippine Futures Thinking Society. We are thankful to all of them for their generosity and for generously sharing their time – and wisdom - with us.

Indeed, our conference this year promises to be another exciting and learning knowledge co-creation journey for us, one that is marked by what Alvin Toffler once said, an opportunity to learn, unlearn and relearn!
